Legally no it will not pass without doors because of the mirrors.
BUT it really depends on the inspector.
You will probably be fine getting a sticker without doors.

Spring, TX - JKU - Tried to get an inspection with front 2 doors off, with auxiliary mirrors installed. Inspector says "It will not pass without doors. If it has hinges... it should have doors" what a crock of BS. Next inspection location to be found...

Maybe ask him which part of the code has the door requirements because the feds don't even test side impact on Jeeps cuz dem doorz come awf.
Your inspector sounds like he's from Austin or some shit.
