Hard to say, I haven't heard much about them. For that price you can get the Superlift 4" kit which comes with an almost identical parts list, and you can buy it for about $575 as well. I would pick the Superlift kit over the Rough Country.

The kits are the same for 07/08.

The Rough Country kit does not seem to address bump stops, which do need addressing with a 4" lift.

Whichever way you go, I'd personally use extended length brake lines rather than brackets. They only cost $120 for all four.

The Rough Country may be OK for a DailyDriver but won't hold up to very much Offroadin.
Might want to look at Full-Traction's 3" econo + shocks is only $100 more and FREE shipping from Northridge4x4. He can update later with the arms if He wants to, for a much better complete suspension set-up. Can run 35's with this 3", more like 4" kit.

what is the up side or downside to having the stops on the shock? all the lifts i have seen usually have them external
UPSIDE - easy installation
DOWNSIDE - 1. the bumps limit shock travel
2. when the bumps fail/split/break the shocks will be damaged
