JK won't rev past 4,000 rpm

Tonight I put my JK in neutral as I was rolling through my neighborhood and revved my engine because my son asked me to. It wouldn't rev past 4,000 rpms with the pedal floored. Since the red line is at 5,500, I assume this isn't right.

This seems bad. Is it bad?

It has a neutral revlimiter to protect the engine from people like you

Good way to washboard cylinders and float valves. yea free-reving any higher than that is a bad idea, good thing for the computer..

The engine does not go over 4000 RPM
I have this issue when driving on the highway when in gear won't go past 4 thousand rpm don't know what's causing this anyone has this problem?

P.S. Jesus. I get you're like an important guy and all, but the JK came with more than one engine and transmission.
