so I bought a used JK and just installed a new rockhard bumper and winch and it appears somebody else has jacked with the wiring as there are a couple of butt connectors in the loom and only one light works, I used a test light to make sure it wasn't just the bulb and then started tracing the wire back ( black and a white with yellow) it goes into a big loom on the right frame rail and that is as far as I got. I was hoping somebody else has had the same problem or has a suggestion. worst case scenario can I just tie the non working fog to the working one and be done with it?? thanks in advance

So, the light that isn't working, are you saying that it is wired to a conductor that never gets power? Or, when the bumper was installed, it was never wired up?

Yeah that fog light wiring is a real mess up in there. You might be better off tracing it back and running your own fresh wiring. Though tapping into the good wiring will work.

everything was hooked up , it is just that the left light has no juice and once in a while will flicker, I have wiggled and pulled on the wire as far up the loom as I can trace and there is no problem that I can see, why is there no mention of fog light in the manual in the fuse box for a fuse or a relay, where do the wires go from the fog lights?

Were the fog lights working before you installed the new bumper?
The lights are switched by the computer. Probably just one power supply that the computer uses. No relays and no fuses for these accessories. I wouldn't think that you would have a harness problem in a location that is difficult to get to. You could try wiring them both together. Then you can answer a question I have. If both lights are switched individually from the computer. Then tying them together will not work. The computer will see an unusual load on only one of the circuits. Or you could wire your fogs like an aftermarket installation with new harness, fuse and relay. Then just use your old circuit for the trigger.
