actuator pin housing removal

I own a 2008 jeep rubicon that I'm having start issues with. We already replaced the starter, the ignition switch and were now trying to replace the ignition actuator pin but we're having trouble with what appears to be some type of housing that won't allow us to remove the ignition lock cylinder to get to the actuator piece. I really need help with removing this housing. There are no screws except for what looks like rivets that are keeping this housing in tact. Has anyone else had to deal with this and have any answers or instructions on how to remove this housing?? please help!!!
