Steps to cure blinking locker lights?

My new to me rubicon has the front and rear locker lights on the dash that never go solid. I put the jeep on a lift in 4lo and while the tires spin the the same direction they don't lock up. I can hold one tire still for a few seconds then it will catch and pull hard enough that I can't hold it but then it starts spinning slow again.

Should I probe the screw in solenoid or whatever to see if it's getting power first?

Also I'm experienced at gear installs but this is my first with e-lockers, im going to 5.38's soon. what steps do I need to take during removal and install to avoid damaging sensors or solenoids or anything else?
