It's doing what it's supposed to do, and that is to unlock when the wheels are turned. When turning you want the front wheels to be unlocked so you can turn, if not the front end will want to go strait. Google is your friend. Use it to see how front axles work with lockers.
How'd I forget that. Of course it needs to unlock. But how does a full time locker allow for steering??
