A few have done this with the pocket style Bushwackers and Xenon flares.
But, I have not seen anyone do this with the BW flat fenders yet.

I have the flat fenders. In looking at them, you would have to sand and smooth them to paint though for them look good IMO.

This is from Bushwacker's install instructions..

C) Painting: (Optional) if paint is desired it must be done prior to installing
flares on the vehicle. Clean outer surface with a good grade degreaser.
DO NOT USE LACQUER THINNER OR ENAMEL REDUCER AS A
DEGREASER. Wipe outer surface thoroughly with a tack rag prior
to paint. Application of plastic adhesion promoter for TPO plastic as
per your paint system manufacturer’s recommendations is required.
Paint flares using a high quality enamel, or polyurethane automotive
paint. If painting edge trim (not recommended), use a flex additive.

Saw these at SEMA last year...on most every JK in the show..And COP4x4 had a customers white unlimited in there with them painted white with a black edge.

Numerous other jeeps at the show had it done too..

Its just plastic. Prep the fenders, sand them, degrease them, tack rag when necessary, spray a adhesion promoter on them, prime them..., then mix in a flex agent with the base coat paint, spray some clear, and it will bend and flex when you hit stuff.
