Military M116A2 Trailers - need info, experience

I have a local guy with a M116A2 flatbed (generator) trailer for sale. It does not include the generator, needed paperwork filed for ability to register with WA DOL, includes original side posts and bows to tent the trailer and is ready for the road.
Anyone have any knowledge of these trailers?

Good buy at $400 before further discussions?

I believe it only needs a new master cylinder for surge brakes. Thanks

seems like a pretty good deal... and IIRC usmcdoc said that the surge was the most common problem with trailers like this... common problem usually = common (simple) fix
