Question doors not locking

On my 4 door JK, the key will lock both drivers side doors and rear, but not either passenger doors. I have been told that it could be the actuator, but my question is, is there one for both front and rear door or does just replacing the front passenger door actuator works both on that side? And does anyone think it could be a different issue. Both passenger doors only lock manually.

Questions for you:

When you click the lock button on your key, can you feel/hear the passenger side doors 'try' to lock? If you can't tell, unplug both your driver side doors and try again. No noise is likely a fuse or disconnected wire. Do your power windows work on the passenger side?
