Rough Country 2.2 Shocks

I installed a set of RC 2.2s last week because I have the RC 2.5 budget boost and I wanted to get rid of the shock extenders. I have had a hard time tightening the front shock top bolts. I get them just tight enough before the entire shock starts turning. I now feel a slight vibration at 60 mph and I'm wondering if this is from the shocks not being bolted down enough. There just isn't very much room at the top and I can't get a firm enough grip on the shock to torque the bolt. Has anyone else had much experience with this and any tips for getting those top bolts tightened. I feel like I just need a couple more turns to get it nice and snug.
