Question about the Brake Lock Differential

Is it true that if you pull up the e-brake one notch, that will activate it?

Hey since we are asking parking brake related questions... if you have a cutting brake and the driver's side rear wheel is spinning, if you lock the brake on just that wheel will it then send more power to the pass wheel?
