It is and you can get constant 12v's under the steering column.

This is for a 07 patriot but I'm sure the wires are most likely close to the same if not identicle, when I did alarms vehicles carried the same wire colors on different models for ease of trouble shooting. Example: I can go right now to any 70's model cheverolet and tell you red, yellow and purple coming off the steering column are your 12v constant, switched and starter feed wire and all the speaker colors are tan and brown, lt blue drk blue, lt green dark green and gray and white, I can go to any 2000 era chevy and they will be the exact color hopefully this makes sense. Always test with a volt meter, test lights should never be used unless you are highly qualified due to ease of shorting things out now days, anyway here's the link.
