stripped windshield frame bolt

This past weekend my winshield cracked due to a rock chip expanding. To be able to replace it I had to take my rough country mounts for my light bar down. After I took it off I was re righting the bolts and the all went in fairly easyly except one on the front part of the frame will not righted all the way. It goes in but it can't righted down. Should I try to get I fixed? All the other bolts are holding just fine. Also I noticed that some of the bolts are missing the little nylon washers. It didn't come with them when I bough the jeep I believe the previous owners took them off. Do I need to replace them? Thanks

There is another thread on here explaining the issue. That thread didn't have a solution posted last time I looked.

Not an easily accessible location.
