TF 2.5 to 3.5ish

I have a 2.5 TF spring lift with Bilstein shocks on my 07 JKU. I am thinking about moving up to a 3.5-4" lift. I have a couple options.
1 Toss some 1" pucks on top of the springs. This is the cheapest route but doesn't account for control arms or track bars. This seems to be a temp route.

2 Completely swap lifts. This would be mostly complete but the most expensive for a one time purchase.

3 Piece together a lift a couple parts at a time. I am looking at this option the most. I was thinking I could add adjustable CAs and TBs to what I have now and just keep adding until I can swap springs and shocks.

So, My question is how would you bump up your lift?

I did a combination on 1 & 3. I had a Teraflex 2.5" that already had the front monster trackbar, and the rear track bar tower. I threw on .75" pucks and it tossed me about another inch. After a while my rear driveshaft went and I upgraded to Adam's DS and added front LCA and rear UCA.

I might get a couple sets of arms and some spacers for now. Then trackbars.
