HELP! Jeep Wrangler Jk Turns Over, Dies and then...

My jeep wrangler jk 08 will turn over and then immediately die. Sometimes on the third try it will start. Other times it will flood the engine and not turn over. My hubby can usually get it started by pumping the gas. I always manage it flood it where it won't turn over. I have to wait atlwast 30 minutes to get it started. Does anyone have any ideas? I have looked at other posts. But their challenge seems a little different.

Do you have any lights on the dash that are staying on after it starts?
Have you tried something as simple as getting a new gas cap?
This sounds like a fuel filter.
Are you in a cold region with below freezing temps?
Have you put a water dryer additive in your gas tank? ie. Iso Heet 12oz.
It could be a fuel pump issue.

Start with the cheapest and easy items and work the problem.
If you can't eliminate you are headed to a mechanic that can solve the issue for you.

No, there are no lights that stay on. The red light above the temp gauge blinks but then goes off.

And no extreme cold... I live in Housto, Tx. Was in flip flops today. It seems to do this more and is more sensitive with temps under 70 and/or very humid/rainy weather

My husband has tried an octane booster and it seems to help it a bit.

And we have taken it to the mechanic and they aren't sure where to start. Any other ideas where to start first.

Oh I should add that we found out after purchasing it used, it had been under water.

My 2013 did the same thing. It would start then die about 7 seconds later. They replaced the ICM.
