Fog or driving lights

Getting my new Gobi rack tomorrow. Not sure what type lighting I should put on it. Driving or fog and why.

Fogs up that high are not going to work since fogs are flat, wide beams that are spread intended to under cut fog and haze.

What do you want the lights to do? Shine far for long distance vision or shine wide to allow you to see a wide view of the terrain?

Purpose drives this question.
