cb setup to pull WX band from 40 miles?

There are a few areas I go right on the edge of the NOAA broadcast signal. My Garmin Rino 530hcx used to be enough to pull the signal, but no longer.

So it was suggested to me that people can pull weak wx band with a good cb setup.

I'm looking at a cobra 29 wxnwst combined with a wilson fgt silverload antenna designed for wx band on top of cb.

My main question is, can I get away with a 3ft antenna or do I need a hefty 5ft?

That said, any thoughts would be appreciated.

'08 unlimited rubicon with mopar offroad bumpers, warn winch, and gobi roof rack. Who needs more? Now wants more....on the other hand...
