Locker override question

Hi All,

I am looking for some clarification on the attached wiring diagram on the last page of the attachment regarding the connection to the accessory outlet.

Is the Blue with Pink stripe wire a negative wire?

And is the Black with White stripe wire a positive wire?

The reason i am asking as i am not wanting to have to disassemble the dash to use the accessory outlet.

This is for a 2013 JK Unlimited Rubicon.

Blue with pink stripe is hot with ignition on. It supplies power to the switch lights.

Black with white stripe is ground. It supplies ground for the locker relays through the new locker switches and the disable switch.
