Radiator fan not working

I just swapped out the bad Mishimoto radiator for a new one because the previous one sprung a leak. Same easy R&R and when I started the Jeep the radiator fan won't come on. I can jump it from the battery and it runs. Any suggestions? I hate having the Jeep not running correctly especially since we are expecting Tropical storm conditions or greater from Matthew later today. 2009 JKUR

Does it come on with ac on?
The low speed relay sometimes fails, causing high speed relay to activate without the fan already spinning which can also overload the high speed relay. Then you get a melted high speed and intermittent low speed. I had the problem. Two new relays fixed it.
Or it can be something else.

Nope, it doesnt come on at all unless I jump it to the battery.
