Question Seat Belt Warning Lamp and Chime Not Working

I noticed recently in my 2010 Rubicon that if I or a passenger do not have the seat belt on the warning lamp does not come on and the warning chime does not sound. The lamp is not burnt out, as it is illuminated when the ignition is first turned on (along with all the other lamps).

This has to be more than a seat switch, because neither driver nor passenger are warned when the seat belt is not worn.

I did a chassis and body scan and didn't come up with anything. Is this something that should return a scan code?

What could cause the warning lamp/chime to stop working?
