2007 jk front blinker not working

2007 jk Jeep Wrangler X Unlimited RF turn signal is malfunctioning. The signal doesn't work at all when the lights are on. When the lights are off and the hazard or turn signal is on, the wrong filament in the bulb blinks (top filament blinks when the bottom one should blink). On the dash, the turn indicator flashes fast. The flare light still works.

It was rear ended recently. The rear bumper, trailer hitch, and all 4 fender flares were replaced. All stock, no mods. Bulb and bulb mount were both switched with the driver side and problem still occurred. Multiswtich on the column replaced did not help. All fuses working. No wires melted on the exhaust frame.

I'm thinking it's either a grounded wire or somewhere it's wired backwards. Any suggestions? Thanks
