Power locks disengage when engine is on...

Is this standard or do I need to look into a repair? When the tailgate is locked I have to turn off the Jeep to unlock it because neither the key fob nor the door switch do anything when the engine is running. Power windows work fine so connectors seem to be secure.

I found this thread but it doesn't quite cover this specific issue. Does anyone know if there is a similar sequence that enables me to lock/unlock with the engine on?
